Position Information

This position is located in Inyo County. 

Under general direction, plans, organizes, directs, and supervises the work of a staff engaged in providing a variety of public assistance benefits, providing employment services, managing an integrated caseload, authorizing program and ancillary services/benefits, providing services to support family stability and functioning, and providing child and adult social services; builds effective professional relationships with local agencies and employers; develops shared workforce training goals in order to increase employment opportunities in a rural county; performs program analysis and program oversight; may oversee the administrative functions of Adult and Children's Social Services; and performs related duties as required.

This position will fill a vacancy in our Adult and Children's Social Services Program.  The Program Supervisor will work as part of a team in an on-call rotation.

This is a full supervisory classification. Incumbents supervise employees responsible for providing a full range of social services and public assistance benefits, employment services, and increasing family stability and functioning.

This class is distinguished from the Supervising Integrated Caseworker class in that the latter supervises staff solely responsible for determining eligibility for public assistance benefits and the concurrent provision of basic employment services.

Examples of Duties

Duties may include, but are not limited to, the following:
  • Supervises and evaluates the work of a staff engaged in the following functions: determining eligibility for public assistance; providing employment services geared to the attainment of self-sufficiency; providing services to include, but not limited to short-term crisis resolution, barrier removal, and education to support family stability and functioning
  • May provide case assistance and/or support to Social Workers to improve the social and psychological functioning of adults, children, and families
  • Conducts group and individual employee conferences to discuss or interpret departmental rules, regulations, policies and procedures, and performance problems; identifies and resolves operational problems; receives and resolves employee complaints and makes recommendations to superiors on difficult and complex personnel matters
  • Receives and responds to inquiries from the general public and other agencies; resolves a variety of complaints from the general public, including recipients and applicants
  • Ensures compliance with current rules, regulations, policies, and procedures governing applicable programs
  • Provides direction and guidance in the appropriate application of policies and procedures to complex or unusual circumstances
  • Collects, manages, and analyzes program outcome and performance data; makes independent decisions regarding which data will be used to drive program decisions
  • Provides guidance in the use of various automated systems and related tools.
  • Performs help desk functions for social services automated systems
  • Provides oversight of the administrative functions in Adult and Children's Social Services and/or Public Assistance programs
  • Tracks and initiates renewals of contracts and Memorandums of Understanding (MOUs); drafts new contracts and MOUs and may perform initial negotiations
  • Develops and provides training on regulations, policies, procedures, and systems
  • Represents the department at various committee meetings and conferences
  • Performs related duties as assigned
EMPLOYMENT STANDARDS 
Knowledge of: 
  • Functions of public social services agencies and the principles of public social service administration
  • Laws, rules,, and regulations governing eligibility for public assistance programs and the operation of public social services agencies
  • Resources available in the community for referral or utilization in social service programs
  • Vocational counseling principles
  • Child and Family Team meeting facilitation.
  • The principles and techniques of supervision, training, and instructional methods
Ability to: 
  • Plan, assign, and supervise the work of a multi-disciplinary staff

  • Analyze a situation accurately and adopt an effective course of action

Minimum Qualifications

EITHER 
Three years of full time paraprofessional or technical case management experience in a public, private, or community-based service agency. 
OR 
One year of full time social work case management experience in a public, private, or community-based service agency.

Supplemental Information

ADDITIONAL INFORMATION

• A valid driver's license will be required at the time of appointment and employees may also be required to drive their own car, provide proof of car insurance and a DMV clearance.

• Current and future vacancies will be filled contingent upon continued funding; should funding cease, the position will be eliminated.

•  Position may require pre-employment drug testing, physical and fingerprinting for a background investigation.

•  Government agencies accessing US government information, which include federal tax information must ensure that background investigation requirements for all agency employees and contractors that have access to federal tax information are consistent to the IRS background investigation requirements for access to federal tax information. A background check may be required if the position requires access to these types of records. Background requirements consist of three components which include, fingerprinting, citizenship verification and local law enforcement checks. Applicable agencies must conduct investigation during time of hire and ensure a reinvestigation is conducted 10 years from the date of the previous background investigation for each employee that has access to federal tax information.

  

EXAMINATION INFORMATION

TRAINING & EXPERIENCE EXAMINATION – WEIGHTED 100% 

The Training & Experience Examination is designed to elicit a range of specific information regarding each candidate’s knowledge, skill, abilities, and potential to effectively perform the duties relative to the classification. Responses to the questionnaire will be assessed based on pre-determined rating criteria. All applicants must complete the entire examination to receive a score. In order to obtain a position on the eligible list, candidates must receive a minimum rating of 70% on the examination. Examination administration and processing time is approximately two weeks after submission of your application.

ELIGIBLE LIST INFORMATION
A departmental open eligible list will be established for Inyo County. The list will be utilized for 12 months after it is established unless the needs of the service and conditions of the list warrant a change in this period.
