Environmental Scientist Manager

This position is in the Radiation Section of the Emergency and Radiological Services Division of the Office of Environmental Compliance. This position will be domiciled in the Headquarters Office in East Baton Rouge Parish.

There is a Special Entrance Rate for this position as follows:
Environmental Scientist Manager: $38.45 hourly or $3,075.60 bi-weekly


The Radiation Environmental Scientist Manager is responsible for planning and managing all radiation inspection/surveillance activities performed in the Emergency and Radiological Services Division. The ES Manager is direct supervisor of two (2) Radiation Environmental Scientist Supervisors and two (2) DCLA. The ES manager is responsible for ensuring compliance with the Louisiana Radiation Regulations and the Louisiana Environmental Quality Act. The Radiation Environmental Scientist Manager reports directly to the Environmental Division Administrator.

SPECIFIC JOB RESPONSIBILITIES:
40% Incumbent will manage and plan the statewide radiation inspection activities of the Department to ensure compliance with the Louisiana Radiation Protection Regulations. The incumbent will be responsible for the timely and adequate inspection of Registrants and Licensees. The incumbent will be responsible for the timely referral of enforcement actions (NODs, NOCDs, and DCLs) to the Enforcement Division and follow-up to ensure compliance. The incumbent directs the staff in their surveillance activities by providing training, supervisory accompaniments and review of work products.

30% incumbent will exercise direct supervision over Environmental Scientist Supervision and DCLA staff within the Radiation Inspection Section and perform the necessary performance planning and evaluations for these and other employees directly supervised. The incumbent shall be responsible for insuring that employees of the Section are informed of and comply with the department’s mission, goals, administrative policies and procedures.

15% incumbent will determine resource needs of the Section and make necessary staff allocations. The incumbent will assist in the preparation of the Division’s budget, strategic plan and customer service plan. The incumbent will be responsible for the proper management of the Section’s budget. The incumbent will manage contracts and grants.

10% Incumbent represents the department at meetings with citizen groups, news media, educational forums and the regulated community regarding the assigned program activities of the Division.

5% The Manager may represent the Division and performs other technical, administrative or management duties as assigned by the Environmental Division Administrator.

Minimum Qualifications


MINIMUM QUALIFICATIONS:
Either of the following will qualify:
 
1. GENERIC OPTION:
A baccalaureate degree with a major in one of the following scientific fields: agronomy, animal science, atmospheric sciences, biological sciences, chemistry, engineering, environmental sciences, forestry, geosciences, health physics, health sciences, medical physics, nuclear science, physical geography, physics, soil sciences, statistics and quantitative methods, toxicology, or wildlife and fisheries sciences plus one of the following:
 
   1. Four years of professional level scientific/technical environmental or radiation experience.
 
   2. Four years of experience as an attorney practicing environmental law in a governmental environmental regulatory program.
 
3. Four years of professional level Geographic Information Systems (GIS) experience gained in an environmental regulatory program.
 
NOTE: (For generic option)
Professional level scientific/technical environmental experience is defined as experience gained in an environmental laboratory, an environmental compliance program in the private sector, or a governmental environmental program performing environmental work involving compliance with federal and/or state environmental regulations.
 
Professional level scientific/technical radiation experience is defined as that experience gained in a regulatory or non-regulatory nuclear energy or radiation protection program, which includes health physics and medical physics.
 
2. LABORATORY OPTION:
A baccalaureate degree with a major in one of the following scientific fields: agronomy, animal science, atmospheric sciences, biological sciences, chemistry, engineering, environmental sciences, forestry, geosciences, health physics, health sciences, medical physics, nuclear science, physical geography, physics, soil sciences, statistics and quantitative methods, toxicology, or wildlife and fisheries sciences plus one of the following:
 
   1. Four years of professional level environmental laboratory experience.
 
   2. Five years of professional level analytical laboratory, research laboratory, LIMS (Lab Integrated Management Systems), or laboratory auditing experience.
 
NOTE: (For laboratory option)
Professional level environmental laboratory experience is defined as experience gained in a governmental or private sector laboratory performing environmental laboratory analysis work involving compliance with federal and/or state environmental regulations.
 
LIMS is defined as the database in which all analytical data generated by a laboratory is stored.
 
Laboratory auditing is defined as on-site inspection of a laboratory for accreditation or certification purposes.
 
SUBSTITUTIONS: (For both options)
Graduate training will substitute for the required general experience on the basis of fifteen semester hours in any of the qualifying fields for six months of experience. Graduate training with less than a master's degree will substitute for a maximum of six months of the general experience.
 
A master's degree in any of the qualifying fields will substitute for one year of the general experience.
 
A Ph.D. in any of the qualifying fields will substitute for a maximum of two years of the general experience.
 
A master's degree or Ph.D. in any of the qualifying fields will substitute for the baccalaureate degree.
 
College credit beyond the baccalaureate degree will substitute for a maximum of two years of experience.

Any college hours or degree must be from an accredited college or university.

The transcript must state that the applicant's major is in one of the specified fields. Baccalaureate degrees with majors in a field not listed above which included a heavy concentration in science courses will not be considered qualifying.
