Description


The City of Anaheim Community Services Department is seeking to hire Part Time Park Rangers. Under moderate supervision, this position will patrol 65 municipal parks, conduct restroom checks, lock restrooms, secure gates, educate the public on rules and polices and submit reports. Park Rangers act as liaisons between the City of Anaheim and other internal and external departments. Candidates are expected to be able to multitask, problem solve, and have strong verbal and written communication skills. This is a part-time year round position of approximately 14-20 hours per week; however, no minimum number of hours is guaranteed. Shifts will include second shift (4:00 pm-12:00 am) and weekends. 30 hours of availability is required, which shall include availability of weekday (Mon-Fri) second shifts and weekend shifts. All Rangers must be available to work at least one (1) weekend shift (Sat-Sun) and two (2) weekday second shifts (Mon-Fri). Bilingual Spanish speaking applicants are highly desirable.


Park Ranger Program Hours:

Weekday Park Ranger program hours of operation are:

Monday through Friday 10:00 am to 12:00 midnight.

First shift 10:00 am to 4:00 pm and second shift 4:00 pm to 12:00 midnight.

 

Weekend Park Ranger program hours of operation are:

Saturday and Sunday 9:00 am to 12:00 midnight.

First shift 9:00 am to 4:00 pm and second shift 4:00 pm to 12:00 midnight.

 
DISTINGUISHING CHARACTERISTICS:
Park Ranger is the first level classification in the Park Ranger/Senior Park Ranger series. Incumbents at this level independently patrol community parks, perform the more routine compliance tasks, and coordinate with higher-level staff when new or unusual situations arise.


Essential Functions


The following functions are typical for this classification. Incumbents may not perform all of the listed functions and/or may be required to perform additional or different functions from those set forth below to address business needs and changing business practices.
   
  We are looking for Park Rangers who will:

  • Patrol and monitor public use of Anaheim's over 65 parks and recreational facilities by vehicle, bicycle, or on foot.    
  • Educate and advise the public on standards of safety, civility and cleanliness by explaining and enforcing park policies, regulations and City ordinances relating to park and facility use.    
  • Open and secure specialized park facilities, skate parks, restrooms, gates and trails.   
  • Ensure facilities are available for use and in a safe and clean condition; report problems concerning safety, security, sanitary conditions and maintenance needs.    
  • Provide courteous service to members of the public; respond to requests for service or provide referrals to other departments as appropriate.    
  • Communicate with law enforcement, fire officials, and Code Enforcement staff on a regular basis; use radio for Police/Fire and Code Enforcement contact as needed; respond to low-level calls for service in parks and recreational facilities.    
  • Coordinate with facility scheduling staff on use of picnic shelters, sports fields and other park amenities to post reserved signs, turn on/off water/power and resolve conflicts and compliance issues.    
  • Update daily patrol logs; prepare maintenance observation reports, incident, general accident, vehicle accident and employee injury reports, or other required reports as necessary.    
  • Investigate complaints and disputes in Community Services parks and facilities.    
  • Answer phones, take messages, and provide general information in the field and office as needed; act as courier when required.    
  • Patrol designated Anaheim public schools at specified times as a deterrent to vandalism and misuse of facilities.    
  • Provide basic outreach and offer resource materials to homeless in the parks.    
  • Assist with City and Department sponsored community events, including supervision, event patrol, parking control, and set-up/break-down.    
  • Identify, remove, transport, or dispose of hazardous materials and hypodermic needles and/or other drug paraphernalia.    
  • Assist in Citywide emergencies such as fire and hazardous weather conditions.    
  • Assist in emergencies involving injury or illness by notifying proper authorities; conduct basic first aid; administer AED and cardiopulmonary resuscitation (CPR) when required.    
  • Follow safe working practices and make appropriate use of related safety equipment as required.    
  • Tag and report abandoned property; report incidents of graffiti and vandalism.    
  • Perform related duties and responsibilities as required.


Qualifications


Experience:
 

  • Experience driving small utility trucks, in addition to various terrain in all weather conditions, including city streets with highly populated neighborhoods, grass, dirt, decomposed granite, and permeable asphalt paths.    
  • Prior experience involving heavy public contact is required; additional experience in compliance or security desirable.
  • An equivalent combination of experience and training sufficient to perform the essential job functions and provide the required knowledge and abilities is qualifying.

 

Ability to:
 

  • Interpret and apply relevant regulations, policies, ordinances and procedures.    
  • Maintain attendance and observe scheduled work hours.    
  • Safely follow directions; take appropriate courses of action in emergencies.    
  • Exercise tact, self-restraint, and good judgment in stressful encounters and situations. 
  • Independently organize work, set priorities, meet deadlines, and follow up on assignments.    
  • Anticipate and solve problems.    
  • Write log entries, reports, messages; complete forms and records; maintain records and files on work performed.    
  • Memorize and use transmitted radio codes.    
  • Operate mechanical and electronic equipment, tablets and related office equipment.  
  • Operate a motor vehicle.    
  • Perform minor maintenance, set up/break down of equipment, barricades, traffic cones, or similar objects.    
  • Maintain AED, First Aid, an CPR certifications.    
  • Provide information and resources to patrons.    
  • Understand and interpret written and oral instructions.    
  • Communicate effectively both verbally and in writing; and establish cooperative working relationships with City staff and public.

 

Knowledge of:
 

  • General principles and practices of park patrol and security, City of Anaheim and Community Services policies and procedures, regulations, codes and ordinances as they relate to park usage; and safe work practices.

 

License/Certification Required:
 

  • Possession of a valid California Driver's License by date of appointment.    
  • The ability to obtain a Defensive Driver's Training Certificate within one (1) month of employment and maintain current verification.    
  • The ability to obtain an AED, CPR, and First Aid certification within three (3) months of employment and maintain current certification.

 

Note: Possession of a current (less than two years) tuberculosis clearance slip by date of appointment. Fingerprinting at the time of hire is a state-mandated requirement for all employees having direct contact with minors.
