The Alaska Department of Fish and Game, Division of Sport Fish is recruiting for a Division Operations Manager located in Anchorage or Juneau!

 

What you will be doing:

 The Department of Fish and Game, Division of Sport Fish is currently recruiting for a permanent, full time Division Operations Manager (Deputy Director).   The incumbent serves as the principal assistant to the Division Director and acts on behalf of the Director in their absence. 

 

Key responsibilities include: 

  • Serves as a member of the Division Leadership Team. 
  • Lead for interactions with the Alaska Board of Fisheries (BOF) and Federal Subsistence Board to include: reviewing and approving department positions on regulatory proposals; coordinating with other division leads; approving content of written and oral staff reports; making decisions on regulatory options and; coordinating divisional participation in board meetings. 
  • Assists with the coordination and production of five regional sport fishing regulation booklets, which includes coordinating with regional management staff and others to ensure regulations are complete, correct, easily understood by the public, and accurately reflect codified regulations and statutes. 
  • Make planned and unplanned contacts with: commissioners and other executive staff in own department, other executive branch agencies, and the legislature; key staff of public interest groups, professional organizations; and/or high-level federal and local government employees. 
  • Supervises 2 direct reports for the Aquatic Resource Permit program and the Statewide Aquatic Invasive Species program. Reviews all fishing derby and educational permits and reviews and approves all emergency orders, advisory announcements, related press releases, aquatic resource permits, hatchery-related permits and plans related to the private non-profit and division hatcheries.
  • Coordinate the division´s formal correspondence (log item) activities and approve all draft responses for the Commissioner or Governor´s signature. 
  • Act as Division`s Firearms Coordinator and represent the division on the department`s firearm policy committee.
  • Analyze external trends and events affecting the division´s operations such as trends in sport fishing license sales or a major modification in sport fishing regulations; evaluate implications, consequences, and options; evaluate the political, social, or economic implications of different courses of action; and explain or justify decisions, conclusions, findings, or recommendations.
  • Coordinate teams performing high-level professional work on issues such as saltwater or freshwater fishing guide/business licensing or logbooks, king salmon in season harvest reporting, or in season sport fish harvest reporting that involves controversy.

The working conditions you can expect:

The position is located at the ADF&G building in Anchorage or the ADF&G headquarters office in Juneau.  You will have a private walled office and work in an environment that is a collaboration of regional, area and headquarters office staff in Sport Fish as well as staff with the Division of Commercial Fisheries and Division of Wildlife Conservation.

  • Frequent travel for Board of Fisheries, Division Leadership and other professional meetings are expected.

  • Demonstrated ability to directly supervise programs that have a broad impact statewide or directly contribute to the division’s mission and core service delivery.
  • Demonstrated ability to communicate effectively, present complex technical and regulatory information concisely and logically; both orally and in writing to a variety of audiences (for example, experience in BOF meeting participation including the writing or presentation of division/department reports, representation of division/department position statements and providing answers to various questions from BOF members).
  •  Thorough knowledge of and experience in the principles and practices of fishery management in the State of Alaska.

  • Ability to establish and maintain effective relationships with government officials, private industry representatives, fishermen in all fisheries, professional peers, and other nongovernmental organization staff.
  • Ability to identify and articulate problems and issues, develop and set goals and priorities; develop strategy; monitor progress; and adjust resources to accomplish objectives.

Enforcement Training for Peace Officers (must obtain this during the probationary period).

Minimum Qualifications

Three years of professional experience in the broad occupational fields of the division or department and two years of supervisory and/or managerial experience, which may be concurrent with the professional experience.

Special Note: 
"Professional experience in the broad occupational fields of the division or department," means experience in one of the professional areas that compose the division's purpose and function to ensure the applicant has the knowledge of the work of the division to be managed.

For example, in an administrative services division, qualifying professional experience could be in any one of the professional areas that compose business administration; such as accounting, procurement, human resources, and so on.

In a line division, for example the Division of Mining, Land, & Water in the Department of Natural Resources, qualifying experience could be in any one of the professional areas that provide for the use and protection of Alaska's State-owned land and water, such as geology, hydrology, forestry, natural resource management, and so on.
