Cost-of-Living: Effective January 1, 2025, the Oregon Judicial Department will implement a cost-of-living salary increase of 6.55%.

Benefits to you

  • We pay 95% to 99% of medical insurance premiums for full-time employees [OR up to 99% of medical insurance premiums for part-time employees], including mental health coverage.
  • The hourly equivalent for this position is $37.20 - $57.70.  [OR the annual salary for this position is $77,376 - $120,012.]

Location Highlights

Portland, Oregon was founded in 1845 (incorporated in 1851). It is the state’s largest city and the county seat for Multnomah County. It is named for Portland, Maine. It is situated at the confluence of the Willamette and Columbia Rivers. Recreational activities include, numerous museums (including OMSI), parks (including Forest Park, largest wilderness park in city limits in the nation), hiking (including in-city hiking trails), restaurants (including Food Carts), Mt Hood (about 50 miles east) and much more. Portland is home to three major sports teams: Trailblazers (NBA), Timbers (MLS), and Thorns (NWSL).

Position Highlights

The Multnomah County Circuit Court is hiring a Specialty Court Programs Analyst (Analyst 3).

In this role…

You will be the local Subject Matter Expert (SME) for the Specialty Court Case Management System (SCMS). Work with the statewide SCMS coordinator to exchange information to keep up to date with current practices and requirements. You will also attend court and assist with entering SCMS data for Mental Health Court, START, STEP, DISP, and Veterans Treatment Court.

This position also supports the Treatment Court Team with assisting in preparing the docket for staff and court sessions. Perform any necessary data-entry in the Odyssey system. Complete data reports for policy teams from dashboards for each team to review. Provide information and promote the treatment court programs to employers, housing providers, and other agencies or other communities. This position will also act as the backup coordinator to the five treatment courts.

This position will liaison for the Multnomah County Circuit Court on county level inter-agency specialty court program projects, including as a member of the Specialty Court Advisory Committee, and on state level OJD specialty court workgroups.

This position will act as the “Program Evaluator” for the five treatment courts.  The evaluator will work with all partners of each program to help maintain fidelity to the treatment court best practices. 

Frequent in person and a flexible hybrid schedule is necessary to support each program.  

Other duties consist of training new and current users from all partnerships on how to use the SCMS.

Minimum Qualifications

The qualified candidate must have a bachelor’s degree in business, court administration, public administration, or a related field.
AND
Three (3) years of increasingly responsible professional-level experience that typically supports the knowledge, skills, and abilities required for the position.

OR

Any combination of education and experience equivalent to seven (7) years of experience that typically supports the knowledge, skills, and abilities for the position.

Note: Professional-level experience is defined as:

  • The ability to use independent judgment and discretion in performing work duties.
  • A level of specialized knowledge in the field of work with some authority for independent decision-making.
  • In-depth work requirements, such as data gathering, analysis and interpretation.
  • Interaction with a broad range of individuals.
  • Individual accountability for results.

Requested Skills and Attributes

  • Experience working in a court or other legal environment that included knowledge of drug court. 
  • Experience researching, evaluating, and reporting complex data, including recommending next steps.
  • Experience adapting or developing policies, forms, and best practices.
  • Experience presenting information clearly and logically, orally and in writing.
  • Experience designing or providing training for adult learners. 
  • Understanding of the importance of equity, diversity, and inclusion efforts within criminal or civil organizations.

Working Conditions

  • This is a full-time position, and the work schedule is 8:00 a.m. to 5:00 p.m. Monday through Friday.  This position is FSLA exempt, therefore not eligible for overtime compensation for hours worked in excess of 40 per work week.
  • Occasional after-hours or overtime work may be required.
  • Frequent phone and in-person contact with people from diverse backgrounds.
  • Frequent phone and in-person contact with people who may be facing challenging life circumstances or highly stressful situations.
  • Regular use of the following equipment: telephone, OJD-assigned computer with multiple monitors, copy machine, fax machine, and scanner.

ADDITIONAL INFORMATION
Parking

Multnomah County Circuit Court does not provide parking for the central courthouse or justice center staff. Multnomah does offer a Rideshare Rewards program that will provide $50/month for eligible employees. To be eligible, you must spend $50 or more per month on one of the following for working at the courthouse or justice center: TriMet (public transportation), Pay to Park (street or garage), or Carpool (share cost of parking). Another option is the Douglas Garage at 1835 S River Dr, Portland, OR 97204. Parking cost is $165/month and is a half-mile from the courthouse and justice center. Bike parking is free and secure inside the courthouse. Showers and lockers are available. 

Criminal Background Check
You will be subject to a criminal background check if you are a finalist. Adverse results are evaluated on a case-by-case basis and may result in disqualification if the circumstances are directly related to the duties and responsibilities of the position.
