Accountant/Auditor I
 
SALARY INFORMATION
In addition to performance-based merit increases, this position is scheduled to receive a salary range increase on the following date:
 
 Effective June 27, 2025 – 4.00% increase
 
Salary may be negotiable within the range listed above, based on position requirements and successful candidate's qualifications, subject to appropriate authorization.
 
POSITION INFORMATION
The class of Accountant/Auditor I is the trainee/entry level of the Accountant/Auditor Series. As incumbents become more proficient in their skills, they are promoted to the Accountant/Auditor II level. Positions are not budgeted at this level, and there is no permanent status in this class. Incumbents who do not promote to Accountant/Auditor II at the end of the one-year probationary period will have failed probation and/or employment with the County of Orange. 
 
OPEN TO THE PUBLIC
  This recruitment will establish an open eligible list. The eligible list established through this recruitment will be used to fill current and future Accountant/Auditor I vacancies. This recruitment may also be used to fill positions in similar and/or lower classifications throughout the County of Orange.

AUDITOR-CONTROLLER
The mission of the Auditor-Controller Department is to promote public oversight, provide accountability, and support financial decision-making for the County. THE OPPORTUNITY
The Auditor-Controller is seeking highly motivated, enthusiastic, and results-oriented accounting and auditing professionals. This challenging and rewarding position will require you to assist County departments in preparing grant claims and annual cost reports, assisting in the preparation of budgets, performing monthly financial reconciliations, preparing analytical accounting, statistical and narrative reports, reconciling cash postings to banking records, checking compliance with investment purchases to government code and approved investment policy statements, assisting in preparing investment related financial statement footnotes, preparing interest accrual and payment entries and other duties.
 
DESIRABLE QUALIFICATIONS AND CORE COMPETENCIES 
The ideal candidate will either:

OPTION I
Possess a Bachelor's degree or higher in Accounting, Business or Public Administration, Economics or a related specialized field to have included twenty-four (24) semester or equivalent quarter units in elementary, intermediate and advanced accounting, auditing, cost accounting, and governmental accounting courses.
 
OR
 
Expected to graduate within the next six (6) months from college with a Bachelor's degree in Accounting, Business or Public Administration, Economics or a related specialized field to have included 24 semester or equivalent quarter units in elementary, intermediate and advanced accounting, auditing, cost accounting, and governmental accounting courses. 
*Candidates who qualify under this option must provide proof of degree prior to being appointed to a position.
 
OPTION II
Graduation from college with a BA or BS degree in any field AND one year of professional accounting and/or auditing experience.
 
Applicable professional experience/training includes performing duties such as developing financial forecasts and statements, preparing managerial and analytical accounting reports, preparing cost studies, analyzing variances and complex statistical data, developing and flow charting procedures, posting journal entries, auditing accounts, records and subsidiary ledgers, and determining account classifications.
 
In addition to the minimum qualifications the ideal candidate will also possess extensive knowledge and/or experience in the following core competencies:

  • Technical knowledge of accounting and auditing theory and principles.
  • Understanding methods and procedures involved in conducting audits of accounts and financial records.
  • Strong computer proficiency with Excel.
Problem Solving | Analytical Skills
  • Acting decisively and show good judgment within a professional ethical framework.
  • Applying mathematical techniques and concepts involved in collecting, organizing, interpreting, summarizing, analyzing and graphically presenting numerical data including statistical sampling techniques and flow-charting methods.
  • Working in a fast-paced environment, to multi-task, while handling and prioritizing multiple projects and to meet deadlines with accurate and complete work products.
  • Paying strong attention to detail and demonstrating a high level of accuracy.
Oral | Written Communication Skills
  • Working effectively with various levels of organization, including staff, supervisors, and upper-level management.
  • Demonstrating strong verbal and written communications skills; writing with excellent grammar skills and articulating ideas in an organized and effective manner.
  • Communicating technical and complex information in a clear and concise manner.
  • Listening effectively to others and shares technical knowledge with others.

Eligible List
Once the assessment has been completed, HRS will establish an eligible list of candidates. Candidates placed on the eligible list may be referred to a selection interview to be considered for present and future vacancies. Only the most successful candidates will be placed on the eligible list.
 
Based on the Department's needs, the selection procedures listed above may be modified. All candidates will be notified of any changes in the selection procedure.
