    Job Description

    • Monitors budget activities and assist with budget preparation; analyzes human resources, equipment and resource data management; and performs budget/resource forecasting and reporting. Analyzes expenditures, revenues, economic trends, and process effectiveness to develop and run scenarios for administrative planning purposes. Work requires contact with other governmental officials.

    Essential Duties:

    Resource Mgmt Analyst I-Salary Group B22-$57,614 - $93,138 Employees at this level perform work independently on assignments; however, all unusual issues are referred to the supervisor.

    • Analyzes data trends and creates reports or correspondence to explain resource expenditures, economic impacts, or monthly/ad hoc reports

    Compiles data for upcoming fiscal year budget requests and/or financial and special reports. Completes internal budget adjustments within district or division strategy parameters.

    • Prepares correspondence to the Legislative Budget Board.
    • Researches legal statutes and historical financial information.
    • Reviews requests for resource reallocations, evaluates justifications, recommends actions and submits Additional Funding and Budget Requests.
    • Analyzes expenditures, revenues, economic trends, and process effectiveness to develop and run scenarios for administrative budget planning purposes.

    Manges and monitors budget activities, coordinates budget preparation, and performs budget/resource forecasting and reporting.

    • Performs other job responsibilities as assigned.

    Resource Mgmt Analyst II-Salary Group B24-$65,104 - $106,634 Employees at this level establish their own work plan and priorities to meet set objectives. Issues are rarely referred to the supervisor but are handled at the occurrence. All of the above including

    • Prepares legislative impact statements, Legislative Appropriations Requests, troubleshoots FIMS discrepancies, and monitors budgets within area of responsibility.

    May serve as a lead worker by serving as a resource for complex questions; presenting workflow and operational updates to the supervisor/manager; providing input on team members’ career conversations; and approving leave requests to ensure operations coverage. Resource Mgmt Analyst II-Salary Group B26-$76,530 - $129,430

    Employees at this level establish their own work plan and priorities to meet set objectives. Issues are rarely referred to the supervisor but are handled at the occurrence. All of the above including Completes internal budget adjustments within district or division strategy parameters.

    Minimum Qualifications:

    Education (all levels): Bachelor's Degree in accounting, finance or related discipline. Relevant work experience may be substituted for degree on a year per year basis. Substitutions for Minimum Qualifications:

    Experience: Related graduate level education may be substituted for experience on a year per year basis. Experience can be satisfied by full time or prorated part time equivalent. Resource Mgmt Analyst I - 1 year budget analysis and forecasting or related work experience Resource Mgmt Analyst II - 3 year budget analysis and forecasting or related work experience

    Resource Mgmt Analyst III - 5 year budget analysis and forecasting or related work experience

    Competencies:

    Resource Mgmt Analyst I

    • Forecasting methodologies

    Generally accepted accounting principles, procedures, and terminology Fiscal planning and management practices

    • Budgeting methods and procedures

    Financial management and accounting systems

    • Performing statistical analysis
    • Maintaining effective working relationships with others

    Preparing and maintaining confidential and sensitive records, files, and reports Using computers, applicable programs, applications, and systems Resource Mgmt Analyst II All of the above including

    • Leading, assigning, reviewing, and monitoring the work of others
    • Training in a classroom, office, or field environment

    Resource Mgmt Analyst III All of the above including Analyzing issues, facts, and available information to develop logical solutions; researching inconsistencies of facts or data; drawing correct inferences from information and making recommendations that support business decisions

    • Researching, analyzing, and interpreting policies and state and federal laws and regulations specific to functional area

    Exercising logic and reasoning to define problems, establish facts and draw valid conclusions; makes decisions that support business objectives and goals

    Physical Requirements and Working Conditions (All Levels):

    Lift up to 10 lbs at a time and occasionally carry files/small tools Lift up to 20 lbs at a time and frequently lift or carry objects up to 10 lbs Standing-prolonged periods of time Repetitive Motion-substantial movements of the wrists, hands, and/or fingers Close Visual Acuity-work includes data/figures; view a computer screen; extensive reading
