    Realty Specialist II Trust Real Estate Services Department of Natural Resources Hourly Wage: $22.17-$24.97/Regular/Full-Time

    The Yakama Nation Trust Real Estate Services Program has a trust responsibility to protect and improve trust assets of the Yakama Reservation and Yakama Public Domains. The duties performed assist in carrying out the trust responsibility as stated in PL-93-638 Scope of Work and the Franchise Fee and Land Buy Back Mission Statement, 25 CFR, 43 CFR and other applicable federal and tribal laws, regulations, resolutions, and land use plans. As such, all documents become the property of the United States.

    Trust Real Estate Services Program provides assistance, advise, oversight, monitoring and coordination for the protection, management, planning, conservation, development and utilization of trust and restricted Federal Indian-owned lands that include acquisition, disposal, tenure, rights-of-way, permits, compliance, probates and sales. The program facilitates the contract to accept real estate services to Yakama landowners.

    The employee contributes to the mission of Trust Real Estate Services by providing program support to all sections of the program. Employee will receive general training in all realty sections and may be assigned to various sections depending on caseload demands.

    Examples of Work Performed:

    Will provide research in Probate will which require going to the Yakama Nation Enrollment office or working with tribal departments and other agency government offices to research family. Must be able to communicate verbally and in written form to family or other government offices and/ or agencies. Will encode family data, trust land and money data into TAAMS governmental system.

    Will encode date of death in TAAMS, request updated Certified BIA/INV for decedent, research lease or income information as needed. Will assist the Realty Specialist III and in their absence be responsible for more difficult cases, clearing of any discrepancies on regional and national reports. If probable heirs are not members of the Yakama Nation or are non- Indian, this will require that appraisals of date of death fair market value be requested by encoding in AVIS (Appraisal Valuation Information System) governmental system.

    May have to work with Branch of Forestry to obtain timber cruises to include with appraisal request. Employee will also research family history for requests for Freedom of Information Access forms. Employee must gain access to Office of Special Trustees ITSQ governmental systems as needed to perform duties of job.

    Employee will assist Realty Specialist III with writing of leases and be responsible in reviewing all lease documents to ensure approval considerations.

    • Prepares appraisal requests on leases/permits that expire annually and rental reviews within AVIS, providing all required documents needed to process valuation report.

    When preparing a lease; cites approval authority and ensures all legal requirements are met, checks documents for signatures or initial where required, landowner consents filed or Land Committee Action is attached and sets up permanent lease file, encodes and scans into TAAMS.

    • Assists with daily distributions of land income reports, TSR's and ITI's (Individual Tribal Interests).
    • Reviews and confirms payments are entered in TAAMS and process payments for distribution to landowners. Employee will verify ownership prior to distribution of lease and land sale distribution.

    Employee will counsel and assist Yakama landowners in the gift conveyance, negotiated sale and partition of Yakama trust lands. Employee will process negotiated sales, gift conveyances and partitions for Yakama landowners trust acquisition and disposal or land buy back section. Will encode and scan land acquisition and disposal of Yakama trust properties in the TAAMS A&D Module for A&D and/or Land Buy Back Section.

    Will prepare acquisition and disposal correspondence, notarize acquisition and disposal deed documents for gift conveyance and negotiated sales. Record satisfaction of mortgages for Yakama Nation Credit and Bill of Sale for Yakama Nation Housing Authority. Employee will be cross trained in Acquisition and Disposal, Tenure and Management, Land Buy Back and Probate Sections.

    Knowledge, Skills and Abilities:

    Knowledge of 25 CFR, 43 CFR, federal and tribal laws, Indian Land Consolidation Act.

    Knowledge of American Indian Probate Reform Act and Yakama Inheritance Act of 1946. Knowledge of Yakama Treaty 1855. Knowledge of all probate laws and codes, which will affect cases, trust and personal probate process. Knowledge of reading, writing and platting legal descriptions, locating land or locations on maps.

    Knowledge of tribal offices affecting land use. Knowledge or appraisal process, requesting on AVIS, reviewing reports. Knowledge of TAAMS system for encoding leases, payment processing, date of deaths and acquisition and disposal. Knowledge of general office procedures, filing and correspondence. Knowledge of TEAMS Microsoft program and Google Earth Map Pro.

    Knowledge of Yakama Nation traditions, customs and practices. Knowledge of a life use/estates, remaindermen and joint tenancy in common or right of survivorship.

    Skills in personal computer, hardware, and a variety of software programs, and other office equipment including copiers, printers, scanners, faxes and calculators.:

    Skill in lease rental of leases due for payment verification of estates. Skill in processing of a trust land sale and gift conveyance. Ability to communicate effectively both orally and in writing. Ability to meet and deal with other employees of this branch in respectful, cordial, prompt manner and occasionally with staff from other offices/agencies within the Bureau of Indian Affairs, Tribal offices, Tribal Enterprises, county offices, state offices, law firms and clients.

    Ability to read and understand routine procedures to complete jobs. Ability to proofread, check for adherence to laws& policies, to ensure accurate documents. Ability to work independently and on own initiative productively. Ability to plan and to set own priorities. Ability to work under stress and on deadlines.

    Ability to problem solve within short periods and work with difficult people. Ability to prioritize, manage workloads and work under stress.

    Minimum Requirements:

    Bachelor's Degree in Natural Resources, Business Administration or related field. Five years experience in Indian trust real estate services or related field. Must be able to become a Notary within six months from date of hire. Must receive" favorable screening" from the BIA Security Clearance investigation for access to trust asset data within probationary period. Failure to meet this requirement is grounds for termination.

    Must possess a valid Washington State Driver's License with the ability to obtain a Yakama Nation Driving permit. Required to pass a pre-employment drug test. Enrolled Yakama Preference, but all qualified applicants are encouraged to apply.

    Preferred Requirements:

    • Training relative to real estate services, natural resources, cultural or other land related field is desired but not required.
