    Description:

    Overview The Superintendent – Fair Park oversees, directs, the administration and management of Fair Park.

    • Determines viable contracts, participates in negotiations and facilitates long term master plan for revenue generation and park improvement projects.

    Fair Park is an Enterprise Fund making revenue generation an essential function of the position so the division can cover expenses. Essential Functions 1 Oversight of daily operations of Fair Park, a 277-acre National Historic Landmark consisting of cultural, historic, and entertainment venues that play host to visitors from around the world every day of the year.

    2 Oversight of Parkwide, 24/7 security operations.

    • Develops daily security plan, event related security plans, and all other safety protocols for the park.

    3 Development of short and long-term revenue generation plan. Work directly with Assistant Director on strategic plans to grow revenues through economic development, sponsorships, event rentals, and other non-traditional revenue opportunities. 4 Oversight of event operations which includes small one-day events to large multi-day festivals drawing over 100,000 visitors.

    5 Oversight of all Fair Park contracts including, but not limited to, service contracts, license agreements, facility use agreements, and sponsorship agreements. Also manages the contracts for all campus partners including Music Hall, Hall of State, Texas Discovery Gardens, Children’s Aquarium, African American Museum, State Fair, Cotton Bowl, and Dos Equis Pavilion.

    6 Oversight of parkwide construction, facility maintenance program, and grounds maintenance and horticulture programs. Will work closely with Park and Recreation Department Planning & Design division for Bond Program projects at Fair Park. 7 Oversight of all business operations including event settlements, contract reconciliations, accounts receivable, accounts payable, and procurement.

    • Participate in long-term planning of revenue generation for the park and conduct revenue analysis and forecasting models.

    8 Plans, directs and provides oversight of the overall management, administration, operation, coordination, programs, and contract negotiations for Fair Park; administers budget, policies, and procedures to ensure effective revenue generation and development of strong community relationships. 9 Develops strategic plan for annual attendance growth to Fair Park through enhanced community outreach, programming, and sales.

    10 Manages and evaluates priorities for all service and contract delivery elements through procedures and strategies to accomplish timely and effective utilization of available services; builds and fosters strong relationships with contract partners, campus partners, boards, other interdepartmental partners, and surrounding community.

    11 Implements and facilitates of short-, mid- and long-term goals and objectives; works with the Assistant Director and other managers to strategically plan the operations of the department. 12 Administers Ad Hoc monthly reports to review special events, capital improvement, and marketing reports and provide necessary financial analysis to make budgetary recommendations and strategic decisions; oversees and directs contract compliance and contract negotiations to ensure return on investment for contract dollars spent.

    13 Supervises, counsels, and provides direction to the managerial staff; participates in hiring, training, performance evaluations and other personnel actions to ensure productivity and quality standards are maintained.

    • Responsible for 5 direct reports and 36+ indirect reports.

    14 Collaborates with managers, supervisors, and Assistant Director to handle quality assurance, performance measurement, and process, procedural, and protocol improvement; collaborates, communicates, and makes decisions that affect Department. 15 Provides administration of the department department's operating budget with review of significant variances to resolve budgetary problems; manages revenue through oversight of contracts and settlements.

    16 Identifies areas of quality management to enhance productivity through improved work procedures, practices, communication, and accountability. 17 Represents the City at local, state and national organizations and at professional activities to maintain the image of the City and to create public support for departmental programs.

    18 Performs any and all other work as needed or assigned Knowledge and

    Skills:

    , 1 Thorough knowledge of business principles, practices and techniques used in department management. 2 Knowledge of local, state, and federal laws and regulations related to park and recreation activities. 3 Knowledge of the principles of public administration, City policies, procedures, and regulations.

    4 Knowledge of capital improvement projects, contract negotiation, and revenue generation methods. 5 Knowledge of political processes, legislative processes and other human relationship building processes. 6 Knowledge of strategic planning and long-range initiatives. 7 Knowledge of the hospitality and event services industry.

    8 Knowledge of principles of personnel management and ability to plan, direct, and coordinate the work of others through subordinates. 9 Knowledge of budget forecasting and financial administration. 10 Principles of effective program planning, development, administration and evaluation 11 Ability to devise solutions to administrative problems and to plan, assign, and delegate responsibility.

    12 Ability in strategic planning and implementation. 13 Ability to communicate effectively, at all levels, both orally and in writing. 14 Techniques of effective report preparation and presentation. 15 Ability to prepare administrative and statistical reports, schedules, statements, and correspondence.
